BREAD Society was disbursing scholarships through funds from NRI Foundations since inception in 1989 till 2003-04. Scholarships were awarded primarily for B.Tech, MBBS and Polytechnic courses during this period in accordance with the wishes of the funding agencies.
Education system has undergone a sea change over the last twenty years or so with the advent of corporate junior colleges coinciding with the introduction of CETs for admissions to professional vocational colleges. Underprivileged students, however bright they may be, got eliminated from professional courses, as they could not afford the high cost of specialized coaching for CETs.
A field study conducted by BREAD in 2002 has led to opening up of all courses of higher education for assistance under the BREAD scholarship programme in 2003.
The Governing Body of BREAD revised the eligibility criteria after wide ranging consultations with sponsors, educators, social scientists etc. This resulted in identifying the underprivileged students as those with government high school education background and continuing present education in government or aided colleges. The meritorious from among such students were identified based on the marks in the qualifying examinations and CET scores (where applicable).
BREAD realized the need to mobilize resources on its own to be able to achieve its objective of serving the cause of higher education of the bright underprivileged students in a more meaningful manner. It started raising resources on its own from 2004 and has supported over 3500 bright underprivileged students for higher education till 2008-09. These BREAD scholars have been given scholarships from the first year of the course till completion. In addition, they were also supported for pursuing higher courses of study to enable them to reach their maximum potential.
In 2009-10, Govt. of A.P. has waived/reimbursed tuition fee for higher education to all students belonging to SC/ST/BC and Minorities if their parental income was below Rs. 1 lakh per annum. In addition, students were awarded monthly maintenance scholarships. Hence BREAD Society discontinued scholarships to them.
From 2010-11, tuition fee waiver/reimbursement and monthly maintenance scholarship program was also extended to Economically Backward Class (EBC) except for Intermediate students. Hence, BREAD Society has discontinued its scholarships to all except EBC Intermediate students and PG (Non-Professional) students of Central Universities and National Level Institutes who have completed graduation in A.P. and for whom this facility was not extended by Govt. of A.P.
It is in this background of Govt. of A.P. occupying almost all the space in which BREAD Society was functioning through awarding Scholarships of financial assistance to bright underprivileged students that the Society has taken up establishing BREAD Libraries in Govt. High Schools, Rural Study Centres, Coaching Assistance to CETs and Tree Plantation programs. |
